The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service published the proposed rule Aug. 9 in the Federal Register.
About 36 metric tons of fresh papayas from Peru would be expected to ship to the U.S. annually if the rule is approved.
Fresh papayas could be imported from Peru if they met certain conditions, including being treated for fruit flies, having hot water treatments and being shipped from approved production areas.
Fruit also would need to be accompanied by a phytosanitary certificate.
Papayas have been successfully shipped to the U.S. from Central America, Brazil, Colombia and Ecuador under similar protocols, according to the rule.
An APHIS pest risk assessment identified the Mediterranean fruit fly and the South American fruit fly as pests that could possibly be introduced to the U.S. via Peruvian papaya shipments.
APHIS will receive comments on the proposed rule through Oct. 8.
