Blame El Niño for the unusually dry and warm winter months and meager snowpack in Oregon's mountains.


As a result, Oregon Department of Agriculture officials already are warning of a "tough year for irrigators."


At the beginning of the month, basin snowpack conditions in Oregon ranged from a low of 38 percent of average in the Willamette Basin to a high of 109 percent of average in the Owyhee and Malheur basins.
