The U.S. Department of Agriculture has filed an administrative complaint under the Perishable Agricultural Commodities Act against First Fruits Holdings for more than $1 million in unpaid shipments.

First Fruits Holdings, doing business as Four Rivers Onion Packing, Weiser, Idaho, failed to pay five produce sellers $1.17 million from November 2016 through July 2018, according to a news release.

The company can request a hearing. If the USDA finds First Fruits Holdings violated the PACA, the USDA can bar it from having a PACA license for up to three years; two with an approved surety bond. Company principals cannot be employed by or affiliated with a PACA licensee for two years, or one year with an approved surety bond, according to the release.
