When a foodborne outbreak hits, health officials often learn people are getting sick long before they can determine why. Tracking down the specific farm, field or ingredient responsible for an outbreak is one of the most complex puzzles in modern food safety. According to Fabiola Negrón, director of food safety for Registrar Corp, the initial challenge begins with consumer memory and timing.
The Delay Between Illness and Identification
“First, you have to identify what food caused it,” Negrón says. “Investigating that part with consumers could be a quick illness where they’re like, ‘Well, I started feeling bad after I ate this sandwich.’ Or maybe the food that was contaminated was from three weeks ago. That makes it particularly difficult to identify the food.”
Hitting the Supply Chain Wall
Once investigators narrow down a suspect food item, the trail often turns cold in the paper trail. Traditional traceability systems regularly flounder when trying to trace a product back through multi-tiered distribution networks.
“If records are incomplete, I might get three steps back in the supply chain and hit a wall,” Negrón says. “I can’t tell where this lettuce came from out of all the farms a supplier uses. There are two main parts to an investigation: What consumers can reveal based on memory, and following the traceability records — which are sometimes incomplete or missing altogether.”
Siloed Data Breaks the Traceability Chain
A primary contributor to this supply chain blind spot is that food businesses frequently operate in isolation. A company might maintain flawless internal logging, but if its coding conventions fail to align with those of its vendors or buyers, the record chain snaps.
“You might have a good system by yourself, but if you’re working in a silo, then just making that connection between your records and the grower’s records ... it’s a breakdown right there,” Negrón says. “I can’t link my specific product with what the grower provided me, and that’s where the system can break down.”
Testing Systems, Not Just Planning
To prevent catastrophic tracing delays — especially with upcoming regulatory mandates like the FDA’s Food Traceability Rule — Negrón urges supply chain partners to proactively collaborate and rigorously stress-test their tracking networks ahead of time.
“Once you have your traceability plan in place, you have to test your system,” Negrón says. “Don’t just have a plan on paper—coordination is key, and you must test the system to make sure it works. The FDA expects you to provide those records within 24 hours, so it needs to be something you and your suppliers can find quickly.”
The Regulatory Mandate: FSMA Rule 204
At the center of this industry shift is FSMA Rule 204, the FDA’s Food Traceability Rule. Designed to prevent supply chain dead-ends during foodborne illness investigations, the rule applies to items on the FDA’s Food Traceability List — such as leafy greens, fresh-cut produce and soft cheeses. Under the regulation, businesses must track “Key Data Elements” (KDEs) like lot codes, harvest locations and shipping dates across every “Critical Tracking Event” in the supply chain. Crucially, companies must be capable of providing these records to regulators in a digital, sortable format within 24 hours. While federal enforcement is set for July 20, 2028, major grocery retailers are already enforcing strict compliance guidelines on their suppliers, making immediate preparation essential.
The Cyclospora Challenge
The high-stakes nature of these record gaps becomes obvious during active outbreaks of short-shelf-life pathogens, such as cyclospora. In those cases, missing data means root causes remain completely unsolved while fresh produce products rot or vanish from shelves entirely.
“It was simpler to find out what the product actually was, but once you know who the supplier is, the gap is that they don’t know the source,” Negrón says. “Because it’s a food with a short shelf life that is no longer available for further testing, it’s going to be difficult for a root cause analysis to find those results.”
The Wider Ripple Effect on Retailers
The consequences of these systemic traceability gaps extend far beyond regulatory enforcement and contaminated fields. When consumers hear about an outbreak associated with fresh produce, fear often overrides specific lot details, leading shoppers to avoid entire departments and hurting overall retail store traffic.
“When a particular food is associated with an outbreak, [consumers] won’t necessarily focus on the lot numbers that the FDA has listed because they’re afraid,” Negrón says. “You’re learning about [it], and now you’re scared. So it does result in lower sales for that particular commodity because the public is like, ‘Well, I’m not going to risk it. I’m just going to let this wind down and go away, and then I’ll buy more produce later.’ ... With any type of outbreak, we see this as a trend.”
