USDA hires managers to oversee PACA, COOL

The U.S. Department has named two administrators of the Fair Trade Practices Program, which oversees the Perishable Agricultural Commodities Act and country-of-origin labeling.

The U.S. Department has named two administrators of the Fair Trade Practices Program, which oversees the Perishable Agricultural Commodities Act and country-of-origin labeling.

Michael Durando is deputy administrator and James Ivy is associate deputy administrator of the program, under USDA’s Agricultural Marketing Service division.

The Fair Trade Practices Program has four divisions, according to a news release:

  • PACA;
  • Food Disclosure and Labeling, which oversees country-of-origin labeling and the National Bioengineereed Food Disclosure Act;
  • Warehouse and Commodity Management; and
  • Packers and Stockyards Division.

At the USDA, Durando has served as 14 years, director of the AMS Marketing Order and Agreement Division, overseeing the administration of 46 marketing orders and regulatory programs, mostly fresh fruits and vegetables. Before that, he was president of the New York Apple Association, the New York Cherry Growers Association, the California Grape & Tree Fruit League and was appointed to the U.S. Commission on Agricultural Workers.

Ivy was most recently with the USDA’s Animal and Plant Health Inspection Service, as associate deputy administrator for legislative and public affairs.
