Despite consistent long-term opposition from some U.S. citrus leaders, the U.S. Department of Agriculture has approved U.S. imports of Chinese pummelo, nanfeng honey mandarin, ponkan, sweet orange, and satsuma mandarins.

USDA scientists believe the Chinese citrus varieties can be safely imported into the U.S. under a systems approach to protect against the introduction of plant pests, the agency said in an April 14 news release. The determination is effective April 15, according to the agency.

The USDA first proposed imports of the Chinese citrus varieties in 2014, and the latest comment period on a pest risk assessment for Chinese citrus imports ended July in 2019.

Forty comments about the original 2014 proposed rule and subsequent pest risk assessment are posted at regulations.gov, including several from several U.S. citrus leaders who found fault with the agency’s intentions.

In 2014, the USDA predicted U.S. annual imports of Chinese citrus would be fairly small, estimated then at 100 to 300 metric tons oranges and about 6,300 metric tons of tangerines and mandarins.

“The extent to which imports from China would result in greater competition for U.S. producers would depend on relative prices, the varieties shipped, seasonality, the qualitative attributes of the imported citrus, and the extent to which the citrus imported from China would displace imports from other countries,” the USDA said in 2014, adding that U.S. importers and distributors of fresh citrus from China would also benefit from the proposed rule.

In a comment posted in 2019, California Citrus Mutual strategic advisor Joel Nelsen said the safeguards the USDA proposed for Chinese citrus were not enough.

“Are the protocols being proposed for citrus grown in China effective based on scientific evidence to mitigate the risks associated with the pathogens and pests? Can the Chinese industry adhere to protocols? Can and will that government enforce protocols? We are not convinced at this time that the answer to these questions is yes,” Nelsen said in comments submitted in June last year.

Well apparently you are very in the dark when it comes to USDA! Beef imported by foreign countries have a huge margin on US Ranchers because the foreign countries OWN the meat packer plants........ Do your research Doc!

The US had always been a net exporter of beef before 2014. Domestic production decline since then has led to us being a net importer.

I support the decision of the USDA. In fact I believe Chinese fruits and vegetables have less traces of pesticides than produce grown here in the US.

My family has raised citrus for 5 generations. We have struggled to stay in the game and fight the fight. However, we've lost. The greening disease that killed all of our citrus cane from China! They are able to use pesticides that aren't approved in the U.S.

You're obviously a Florida grower and I feel for you. Greening originated in China, but so did citrus. China has allowed American citrus since about 2001, so their growers have waited a long time to have market access to the USA. The FDA requires the same MRLs for any pesticides used here. It's up to the America based importer to make sure the foreign grower has complied with all the rules and regulations you comply with. I don't know if you grow grapefruit, but the Florida grapefruit industry had a great run with export markets, not the USA market.

We absolutely don’t know what foods come from where but when our farmers are having to plow up their crops and not get one dime out of it I don’t think the USDA is looking in the right direction. I am a citrus grower in California. I do grow Pummelos with great success. We have the safest produce in the World. Why buy from China?

It's really ridiculous! If we can't grow it, we won't have it until we do! If we need it, learn to make it ourselves. I really don't want to buy China! On Amazon, if it's from China, it's a no buy for me, I'll do without or improvise. Bring our wealth back home!! We need to begin to make, grow and produce our own products! Give people what they need to be completely self sufficient rather than dependent on China, making us vulnerable to an enemy.
